Strategic Development Framework
Generasi 5.0 is a development framework that integrates economic progress, institutional alignment, and the strengthening of human capital.
Indonesia has achieved significant progress through infrastructure development, digital transformation, and institutional strengthening. The next stage of development requires stronger alignment between these systems and the readiness of the people who manage them.
Generasi 5.0 focuses on strengthening this alignment by connecting structural development, cross-sector collaboration, and the development of professional competencies.

Integrated SDGs in Generasi 5.0
The Generasi 5.0 framework integrates the Sustainable Development Goals (SDGs) into a structured development model built on three main levels: structural and economic foundations, institutional alignment and cross-sector coordination, and the strengthening of human capital and professional character.
In the Indonesian context, this framework is guided by the national values of Pancasila, which in this model is positioned as SDG 18, serving as the moral, ethical, and cultural foundation.
By placing Pancasila as SDG 18, the framework provides a value-based direction for the implementation of the 17 global SDGs within Indonesia’s national development.
Together, these elements form an integrated development framework that aligns global objectives with national values to support long-term social and economic progress.
Three Development Levels in Generasi 5.0
Level 1 – Structural and Economic Foundations
This level includes infrastructure development, industrial growth, technology integration, and increased economic productivity. These foundations ensure national competitiveness and strong systemic capacity.
Level 2 – Institutional Alignment and Cross-Sector Coordination
At this level, government, the private sector, academia, and society work in coordination to translate policies into structured and effective implementation.
Level 3 – Strengthening Human Capital and Professional Character
This level focuses on the development of professional competencies, responsible leadership, and the formation of character based on integrity, discipline, and work ethics.
